FISCAL NOTE
House Bill 278 as introduced gives the Department of Corrections (DOC) and the Alabama Law Enforcement Agency (ALEA) the authority to promulgate rules to establish a program to issue nondriver identifications cards to resident parolees upon release. Currently, the DOC issues an identification card to every inmate upon release from prison. In fiscal year 2016, approximately 3,000 inmates were released to parole. Assuming this program is implemented and such parolees are issued a nondriver identification card from ALEA upon release to parole at no charge, for every nondriver identification card issued potential receipts would be decreased in the following amounts:
